it will change back to standard time on sunday, october 27, 2002. however, the
exact time cannot be established here as it is always done at 2:00 A.M. local
time. therefore, it will be 2:00 A.M. Eastern Time, 2:00 A.M. Central Time,
etc. UTC is not used for this.
