[amsat-bb] Oscar -7 TLM & CW decoder for Sound Card

#1: Thanks to everyone on Soundcard CW software. Downloaded CWGet and it
works fairly well. I need to fuss with it. I will download HamScope and
check it out.

#2: Special thanks to Paul W. for the O-7 telm decode info. We'll put it to
use.. I just can not believe this old bird. What a THRILL!!
