Jim,

Either the Amsat or Celestrak URLs should work fine.  I just checked, and
both are up.  Is your access blocked by a firewall or other similar program?
If so, you may need to make an exemption.

Pending that resolution, you can download the keps from the AMSAT web site.
Look for the Keps button, download, and then copy to the SATPC32 Kepler
folder.
