Is this because the ICOM does not support hardware handshaking?  Or is it a
"deeper issue"...?!

Seriously:
The TS-2000 is connected to the PC via it's DB9 serial port. With this radio
the program for certain reasons  is using hardware handshaking. If the
TS-2000 is
switched off first the program is missing the CTS signal from the radio and
waiting for it  until "TimeOut".

With the Icom radios  the program works without
handshaking.
