If you search a few weeks back in the amsat-bb archives you will find the first
thread about this issue. I believe I started started it very shortly (max 1
week) after the [] has been introduced. As someone kindly pointed out, there is
a legend explaining the codes on the bottom of
http://www.celestrak.com/NORAD/elements/master.asp

Status codes (where present):
[+] = Operational	[-] = Nonoperational
[P] = Partially Operational	[B] = Backup/Standby
[S] = Spare	[X] = Extended Mission


As for software, I personally believe it is a minor issue for the software
authors to make their programs handle this properly. They can even take
advantage of the extra information  ;-)
