pool.ntp.org (no WWW) has been working fine for me for quite some time.

www.pool.ntp.org is the webpage.

The 0.server, 1.server, 2.server, etc are a rotating list of servers that
are changed hourly, not round robin DNS. When you add several of these to
your ntp.conf file or favorite time sync program, you create a load balance
of sorts both locally and externally, between your client rotating the
servers, and the scripted rotation of the servers on their end.  This is not
the best way to randomize and minimize your use of the system as a whole.

For a true round robin DNS, you can use north-america.pool.ntp.org, or even
us.pool.ntp.org (US), ca.pool.ntp.org (CA), or mx.pool.ntp.org (Mexico).
These can be placed right into the time sync applet in Windows and you're
set. This is also more in the spirit of how the system works, and keeps
unruly client programs from abusing one server too often.

For a generic international recommendation, pool.ntp.org is fine, and you'll
never miss the few milliseconds of latency that come from not always using
the absolute closest server.

The site ntp.pool.org is the home page for the ntp pool, not the server
itself. That site has a link "How do I use pool.ntp.org" which gives details
on how to set up Window, specifically using the command:

net time /setsntp:"0.pool.ntp.org 1.pool.ntp.org 2.pool.ntp.org"

or in North America, more appropriate would be:


net time /setsntp:"0.north-america.pool.ntp.org
1.north-america.pool.ntp.org 2.north-america.pool.ntp.org"
