Good point Matt, 

I believe that 2390-2400 is the only part of 2.3 - 2.4 GHz that is common to
both the USA and Europe. 

Much of Europe has lost 2300-2310 and now use 2320-2330 for terrestrial use.

I understand that Japan only has 2400-2450 MHz. 

While I believe we should try and get a world-wide Amateur Satellite allocation
at 3400-3410 MHz there's a lot to be said for trying to get an additional 10
MHz Satellite allocation somewhere between 2.3 and 2.4 GHz.
