I and a few others "played" with this concept back in the RS etc days.  I forget (senior moment) the specific satellites and frequencies involved.  I was though a bit complicated.  Tracking two satellites (using a Commodore 64) and figuring muliple doppler effects, due to satellite relative speeds.  Anyway it was a fun endeavor.  With HEO's you could cover the whole planet.
