blocking/banning only works on the current email address. How many addresses does yahoo, hotmail and google allow one person to get?
This could change with each posting and would drive moderators crazy. The only solution is personal filtering and that's it. I have not seen a post from luc in months. I only see if someone else replies and I am thinking to add another filter to check the body of a message for luc and delete it as well.

Why can't the administrator of this list just BLOCK/BAN the one
individual who is the cause of the problem? I do that all (not all)
the time on a list that i administer. Follow my rules or be gone. To
me that would be the easiest way to handle this problem.
