Apparently this is an experiment. From his QRZ bio (roughly translated
by Google):
"At this time I conducting the experiments technical with APRS and
immediately the reaction of S.O.S in APRS in the qrg of 145.200/144.800
with reservations. I favour the word of S.O.S not Emergency. Us summers
in EU/CE not America."
Not a good idea if you ask me...
