You have the frequency correct. Make sure your path has UNPROTO via ARISS set and you are using standard AX.25 packet. That should do the trick for both. ANDE is hard to hit and hear but ISS is usually not a problem.

Been trying to send a beacon on 145.825 MHz APRS to these satellites with no
response ( 50 watts and vertical ) for several weeks now.

Have these satellites been reprogrammed for another protocol or another
frequency other than 145.825 ??
