[amsat-bb] Listen before transmitting?

The Weekly Satellite Report under AO7 says:

Listen before transmitting!

Is there some kind of "listening" one should be aware of??.

We learned that 80 years ago in ham radio....That applies to any 
am/ssb/cw/fm modes, even if transmitting "in the blind" in an emergency....

All sorts of weird ideas floating around now???
