I'm completely agree with you and thanks for your warning.
I feel very ashamed by the behaviour of this spanish users: taxi drivers, hunters, couriers..... as you have noted they are not licensed operators. We have to suffer them most of the time on 2m band, not only on satellite segment, but SSB and even EME segments. If you ask them gently to stop transmitting on the band you can receive bad words and threats.
Despite the individual or even group complaints to our "FCC", the spanish administration seems to do nothing.
At Madrid, we have even the "inhibitors" noise just in 2m and 70cm bands (sorry if the translation is not good, I mean those transmitters used by the security forces to jam wireless devices).

I know, as QRP sat user (whip or arrow ant with a TH-D7 hanheld), that get the sat with such a low power and in competition with QRO stations under norma circunstances is a real challenge....., but struggling with these unlicensed jammers goes far beyond the QRP spirit.
If PL tone could help to avoid these troubles, I please the AO-51 control team to activate it if is posible. I'm sure this suggestion will be wellcome by most of us.

Hi all AO-51 users in Spain,

During the last couple of month one of the largest sources of QRM 
on AO-51 are unlicensed operators in Spain as far as I can tell.
Now it is possible to hear them since the PL tone is not needed.
I know it is not easy to get rid of them - but I would like you  
to identify the "intruders" and report them to your FCC.
You are many active users of the AO-51 FM repeater in Spain.
Therefor it should be possible to find them and do something
about it.

If you do not want to report it to your FCC yourself, you can send your 
reports to me with city name, time and company names or other
information to identify the intruders.

The 2 metre band is primary for radio amateur use - that should
make it possible to do something about the misuse.

I feel that it is a great shame that AO-51 can not be used by 
low power stations because of these unlicensed operators.

Some of you have been active in removing problems coursed 
by radio amateurs before.

Yes - I know there are problems with stations in the Golf Area
and from telephone networks in the Northern Russia both to
AO-51 and to AO-27. Let us hope someone will look into
that.
