I don't know anything about Vista, but if you're trying to edit Doppler.sqf while SatPC32 is running, I'd suggest editing it with Notepad (or whatever text editor Vista offers) instead, without SatPC32 running.  Vista may be locking the file while it's in use by SatPC32....
