Joe -

Make sure that you have entered your Space-Trak username and password 
correctly.  Remember that they are case-sensitive.

If you manually download, take a look at the file with a simple text 
editor like Notepad.  Remember that the file as it comes from 
Space-Track is Zipped... you can't drag-and-drop it until you un-Zip it.
