As many interpretations as this FD rule and its subsection has elicited only
points to a badly written rule.

For the purposed of FD was AO-51 a "7.3.7.1. ... single channel FM
satellite"?  It's a rhetorical question folks... No replies necessary.  But
a review of the AMSAT "AO-51 Monthly Schedule" web page shows that AO-51 was
running on 2 channels - Channel A  V/U and Channel B  L/U :-)

Sorry for stirring the pot folks, but, just couldn't resist.

George,
This rule seems to allow only one contact on ANY FM bird. Most are
interpreting this as one contact on EACH FM bird. Which is it?
