To transmit a picture which has any resolution would require a large file
and a lot of clear, interference free reception...perhaps you might take a
look at APRS which can use GPS to define location. Trying to send pictures
will use up many interference free passes on a satellite which leaves no
time for other users.

Turning on, turning off, movement code is much simpler. Google: Packet Radio
control, AX.25, APRS. If you use existing code, forego the pictures for a
change in location on a displayed map, and use the current crop of Packet
radio Satellites, with an Amateur Radio license of course, your
communications project is very doable and might give you 9 to 12 passes per
day to conduct your experiments.
