Wow, predicting ECHO is even easier. It repeats every 5 days.
Here is the peak pass plan for Washington DC area and all points
north and south. Times are EDT.

Day1 day2 day3 day4 day5 day1
---- ---- ---- ---- ---- ----
0850 0950 0910 0830 0930 0850
               1005
2000 2100 2020 1940 2040 2000
               2120

12 October is day5. 13 Oct is day1, etc.

The above passes are your highest passes. There will be a lower
pass that will require a hand-held beam 100 minutes earlier and
100 minutes later on each day (except where two low passes are
shown).

Cut it out and put it on your dashboard. Monitor ECHO while
mobile. The above peak passes you should hear the center of the
pass on your mobile if you are lucky. I do not recommend
transmitting because you will just be a LID because you cannot
hear well enough to know if you are stepping on anyone. Don't
do it. Pull over and use a beam.
