Funding is always a challenge but hopefully some folks are already
proposing ideas to generate interest and help get the necessary money in
hand to make this dream come true.

Some ideas to get folks thinking...
Have folks sign up to purchase a component at an inflated value so it
also helps with other costs. You could raise $1,000,000 just by having
1000 parts be sold for $1,000 each. More parts, then lower the price or
keep the price and raise more money.
For the less financially capable, fly a memory stick with the names and
callsigns of all the donors who donate more that $50. That should hold
quite a list of names and maybe even provide a print your own serialized
certificate noting your support of the project at various levels.
With all the attention given to emergency communications, some grants or
secondary donations might be possible to support remote communication
needs during those times. The pitch could include ground station needs
and description of portable communication kits that could be rapidly
deployed if necessary.

P4 lite will be roughly 4-5 times more expensive than eagle.  They are
not giving us power, fuel, a berth, etc. for free.  We will be paying
for it by various means.  The engineering tasks alone to produce a set
of payloads that will last "reliably" for 15 years, to be built with
sufficient quality and confidence that someone will pay us to do it will
probably be as much as eagle.  The big gain is no solar panels, no off
pointing,  no motor, no attitude sensors, no attitude control, no real
time computer to be coordinated down to 20 msec, etc.  The other big
gain is that we provide credible services that are interesting to those
who might fund us.  A loss would be that it will park, not move, so
there will not be much variability.  A gain would be no requirement for
an antenna rotator unless we get more than one bird and then only a
polar mount is needed.

There are tons of trade offs and nothing at all is for free.
