Just a quick suggestion/question:
Do you interfere with your own TV? If you also use cable with your
TV with no problem, then that supports your suspicion that they have
cable leakage. How good is there cable reception? If it is noisy
(snowy or distorted) when you are not transmitting it may point to
bad connections for your neighbor's TV.
If you are on good enough terms with your neighbor ask to see the
problem (have someone key your radio)? Getting a look at his setup
can often reveal where his problem lies. Offer free help.
