I would like to than you for the information that you provided, as it
corrected the situation to where the memories downloaded so that I could
edit them and upload the new .CSV file.  The CAT program works too.  I also
appreciate others that offered suggestion too.

Do you have a FC-20 auto tuner attached?  If so, remove the FC-20 connector,
and turn the rig off and back on.  The auto tuner and CAT port use the same
circuitry and are, with some caveats, incompatible.
 
Some _very_ early models did not have a bi-directional CAT port, which would
certainly cause a problem with a CAT program, and possibly with a cloning
program expecting a bi-directional port.
 
You seem to have eliminated all the usual cable and port configuration
glitches.
