Hello John

Libertad-1 is inactive. I observe the satellite since its launch and
sent packet-beacons on 145.825 MHz (unproto CQ v 5K3L) but get never
a response.

Note: Libertad-1 has the object-ID 31128 and not 31129 ! This is the
ID from Polysat CP3, which its general beacon on 70cm is also inactive.
