OK. Just checking up on it. N2H4 doesn't need an oxidizer to function and
can be used as a monopropellant.

They are different. Nitric Acid is an oxidizer while Hydrazine (N2H4)
is a fuel or (probably in this case since no fuel
has been mentioned) a monopropellent.
