Hi Bill,
I am afraid it comes down to "tax dollars" or in our world - "tax euros".
I believe, however, that Canada has a special relationship with ESA so
proposals from there might be acceptable:)
Anyway the maiden launch may have an unusual 1200x350km orbit so that could
be interesting...
