I have used my FT-897 with an hardware TNC (TNC7Multi), and I have no trouble 
receiving 9600 bps telemetry from AO-51 and packets from GO-32. My radio was in 
PKT mode and I set the PKT Rate menu option to 9600.

It's important to follow the manual and connect to the 9600 bps pin on the Data 
connector and not the 1200 bps pin. The 1200 bps signal is the processed audio 
after filtering, where as the 9600 bps signal comes right off the radio's 
discriminator. The audio filters are too narrow for the 9600 signal.
