This has nothing to do with immigration. Eveyone born before 1924 gets lower 
benefits as congress figured that they paid in for a smaller amount of time. 
What's realy unfortunate is that the "Notch Victims Register" solicits 
donations from these people with no hope of ever increasing benefits.
