Most of the two-way splitters I've seen have one port
that passes DC, and one port with a series capacitor
that blocks it. A simple check with an ohmmeter will
tell you what you have.
Somebody (DEMI?) made a "Receiver Protector" for use
with downconverters that would do what you want.
