Hi Bob,
I think, a full duplex repeater will not work.
It's like the FM satellites - everyone can hear what is going on - BUT -
only very few do it!

The only possible practical SSTV uplink scenarios that I can
think of are:
1) Full duplex repeater so everyone can hear whats going on the
uplink
2) Completely secret uplink for one station per orbit (assigned
like a school contact)
I don't see any possibility at all of a full 40 seconds of clear
uplink otherwise...
