[amsat-bb] Re: no ISS signals

I heard this as well on the 08.06utc UK pass.  I believed he was talking
about an uplink to the ISS. He seems to be describing the RX as showing as
busy but no resolved content.

Nothing heard on the 09.41 pass but the 11.17 pass showed a couple of brief
periods of carrier about 2 minutes from LOS.  These were much weaker than
normal.
