Is your cable something like this:

I have the same thing, except it's the one for ICOM rigs.  Also tried an ICOM serial CAT interface with a separate USB-serial adapter, same result.

In Device Manager under Ports, is yours showing as "Prolific USB-to-Serial Comm Port"?  The Prolific chipset seems to be the most popular, but I'm wondering if something else might work better. 

My setup works fine with the Basic Ham Radio Deluxe, DM-780, and other ham software, only the Sat Tracking is problematic.  But if your set-up is working with Sat Track, I should be able to get it to work somehow.
