Thanks to Bob for starting an interesting thread. 

On boeard electrolysis of water to produce  Hydrogen/Oxygen rocket fuel.

It does work in space.

Could it get us from LEO to MEO?

Since Bob is a can do guy I will follow this one with great interest, way to go Bob.
