Right. Amusingly enough all respondents pointed me to the exact article I referenced in the first place. My question is around interpretation of the article. 

Repeaters are certainly mentioned, but it doesn't say if a contact through the repeater to a terrestrial HAM would count or not. In this case you're not communicating "with" the ISS, but communicating back to earth "through" the ISS. You're not actually QSOing with someone on board which is more coveted.

For lack of clarity, I suppose I could just submit the request and see what happens.
