[amsat-bb] Packet burst at 145.800

On January 25 at 2040 EDT my transceiver was left on 145.800mhz and i hear a couple of packet burst. ISS was not in view at that time and 
no other packet cube sat orbits seems to match? Is it something i heard in direct? the signal fade and he was shifting in frequency exactly 
as it was coming from a satellite?

Any clues?
