Still sounds like you are a bit low on the output voltages for the 
metering. I have had one here for years (in fact rebuilding it now) and 
you should obtain over 5 volts output and be able to adjust it down to 5 
volts for full scale azimuth and elevation. Unable to do so sometimes 
indicates (for me it did) bad pot(s) in the control box for calibrating 
the units. Check with W8GUS, Ron, has he has a nice text document with a 
lot of Yaesu rotator notes for various individuals.
