[amsat-bb] AO-51 BBS uplink off for ~24 hours

I'll be shutting the user uplink for the BBS on L band off at about 
2240Z 23OCT for about 24 hours. Telemetry will remain on. There may also 
be a brief interruption on the repeater at about this time, and an 
increase in power. Just an FYI.
