Seems typical to me that the federal government would set a precedent in which they encourage licenses in space which I assumed to be free 
space. Why should anyone require a license off the planet? This reminds me of the FCC selling licenses for frequencies that only exist when used.

Is this the most hams in space to date or has there been more before this 
shuttle-ISS mission?
