I have never had any problems taking my Arrow in my checked-in luggage to Russia, the EU or Belarus. see http://www.andythomas.eu

But Russia, Ukraine and Belarus require a customs declaration about "high frequency radios" so I have always used local hams' radios for the fm satellites in these countries.

Within the EU I take the handheld with me in carry-on luggage with a full battery to be able to switch it on, and at check in tell the airline I'm happy to show it to the pilot (or anyone else!!). I separate the battery from the HT for the xray and offer to connect and switch on if asked.

I carry a full licence with me and I have a photocopy licence in my checked-in luggage, the first thing you would see when it's opened, and the luggage is unlocked.
