[amsat-bb] HO-68 - FM/PACSAT mode Conventions?

Are there some conventions / governance we should be observing when 
this bird is in this mode?

Should there really be three mode designations in the schedule?
    * CW/SSB (linear)
    * FM (voice only)
    * FM/PACSAT - (packet only)

FM birds require good operator discipline - but mixed in with the 
randomness of TNC /packet emissions
seems to just make the situation that much worse.

Any suggestions / comments?
