Ok! before this thread gets out of hand! 

--A group of local hams has organized themselves utilizing our resources and abilities to serve a back up communications in the event of a situation where local authorities are overwhelmed be the event.  The local authorities have purchased ham gear for this purpose.  We have a repeater, many dedicated volunteers, and have regular drills in coordination with the aforemantioned authorities.  We do not use ham gear on public service frequencies.  One of my bumper stickers says, "when all else fails".  I am sure someone can pick this to pieces.  However we're just volunteer hams, not professional police, firemen etc.  When the crap hits the fan, we're usually there, and we can and do "make do" with what we have.

It is against FCC regulations in the United States to use amateur gear on frequencies allocated for public service.
