Have you looked at the Fox Delta stuff?  I have one of their all in one tiny
box devices, that does APRS (Modem Built in) beacon and receive.  All you
add is a radio of some sort.

Only thing I warn you of, is that it would be FOB India, so shipping times
are a little extreme.  I think I waited about 3 weeks for mine to show up,
but I also ordered one that had already been built.  I've been very pleased
