Sand it to shiny copper and lay on some paste flux.
Even then, you'll need a lot of heat. Make sure the solder flows on,  
and not just globs on.
I have not built a Moxon but I have dealt with soldering heavy wire.
Let us know how they work out for you, after they're up.
