I am going to suggest that some one has mixed their software defined radio
satellites up.

On the rideshare or HEO proposal (Eagle), fred and I did a design for the
wideband multiple channel digital receiver.  This never saw the light of day
in AMSAT.  Subsequent to that  fred and I did a lot of polyphase filter bank
work (See Crowncom 2010 in Cannes France proceedings for our two papers) and
Flex Radio has built a device for a commercial customer which can use the
polyphase filter bank structures talked about in these papers.
