[amsat-bb] FO-29 status update

I calculated FO-29 Eclipse from 1st Dec.2011 to 31th Dec.2014
using scrap.exe software.

And the control station says that 'Because the malfunction of the
part of the command generator of FO-29 occurs, we cannot operation
FO-29 now. We, the control station perform the recovery of this
device now. Wait for a while now.'
