[amsat-bb] Payloads required for very big balloon flight

WB9SBD plans to fly a very large balloon. He wants to reach hopefully
250,000 ft. and make the balloon a floater i.e. for it not to burst.
I thought this might be an opportunity for AMSAT. To fly a transponder or
other payload.
