Donno about VUCC, but I have done a  DXCC endorsement using
some LOTW confirmations and a couple of cards.  I did the on=line 
thing with the LOTW and sent the cards in with my check for the 
LOTW confirmations, the endosement and return postage for my 2 cards. 
It worked!
