Here is another question I am unclear about.  If I want to get endorsements
for 2 VUCCs like 6m and satellite in a single card mailing, I do have to pay
the submission fee twice-once for each VUCC, or does the $7 fee cover the
whole bunch of cards and how ever many endorsements go with them?
