So that must be the issue...  the standalone “zip” version (AOS205.zip)
located here: http://www.amsat-warenvertrieb.de/english.htm
does not appear to work, but the SatPC32 version does.

I’ll need to play more. Good leads, everyone.

I've also had no trouble getting it to run in Win7/64.

I installed it by right-clicking on the executable, and installing it as 
Administrator.

When I run it, I right-click the icon, and chose "Run As Administrator".

Works fine that way, but others might consider it a clunky way to do it.
