You definitions are correct as stated in the "official" definitions on 
the ITU website so we have to accept them as correct. However, they are 
not in agreement with what I learned in telecommunications training back 
in the 1970s in the UK so perhaps things have changed wrt time.

This discussion has cropped up before and no doubt will again.
