Hi Dave,
I start the "hanging" part of the cable a bit out on the cross-arm, about a foot away from the tower pole. Seems to work. The attachment to the cross-arm is a loose loop, so that the arm can rotate with Elevation, without torquing the cables. Admittedly, my "tower" is a bit simpler than yours, but you can probably scale things a bit (hang them farther out on the arm).
