AMSAT-NA has much more than approximately 4000 members !

So raise the dues $20 a year and by only year 1 you have appoximately
$769040..........a good donation to AMSAT-DL for P3E ! ! 
Only one HEO satellite would get us several hours of coverage a day
all over the globe or I am wrong ?
